My guess?

It's an entirely political move she doesn't expect to succeed; she can get the working-class voters who remember what things are like a few years back and don't understand why/how they've changed, exactly, to put the blame on economists and Washington politicians in general when things don't change.

Things she says like "it would work, if we did it right," suggests she has the answers even if she's not spelling them out right now, and "we've seen this from him before. Instead of attacking the problem, he attacks my solutions," point to Obama not having a good answer himself and also shooting her down a lot, making her sort of the little guy.

It could backfire if nothing changes, despite her insistence. It could do even worse if, after the hype, things go the wrong way.

Then again, it might not. I don't understand Washington politics. And I don't understand why people never seem to listen to the experts. That's why they're there.

well, it makes more sense if you consider she's pretty much hopelessly behind, and anything that keeps her campaign crawling forward another state can be repaired later.
