I would congratulate Canada on their achievement, but it seems rather inappropriate to congratulate someone on winning a race because the other player decided to cut their own leg off.

On the other hand, they are winning, so maybe congratulations are in order regardless.

For the first time in 31 years, the Canadian dollar is now worth one US dollar. Primarily this is due to our crumbling currency, and it's not a good sign when it comes to our economic future. It's a combination of bad financial practices, the Fed screwing up, and the Sub-Prime crisis all at once.
