I think "dry" runs is the key word. They had runs where they didn't worry about possible hurricane damage (because they were more worried about terrorist attacks), where they assumed that the city would have evacuated itself properly, and that the state authorities would have reacted in time.
I think it really exposes the DHS as the paper tiger it is, and exactly what everyone thinks it is. They have no personnel of their own, none of their own real disaster people. Despite the fact that they are supposed to coordinate civil defense, they cannot order the troops into position because they aren't DoD, they can't take control of federal law enforcement because they aren't DoJ, they can't order local law enforcement because they're federal and not state, they can't even order the goddamn park ranger around because they're not DoI. Well, if they can't get any of the agencies that need to be moving moving, then what exactly is there point, besides being the guys who get to make the Press Conferences?
