I wonder if there's just something odd about the Japanese political system. They can't keep a Prime Minister for more than about twenty minutes, yet their mayors are often nuttier than fruitcakes. Maybe there's some odd thing where the mayor is the closest to an autocratic executive you can have, so it tends to attract the crazies.

They're giving Italy a run for its money these days.
