Eh, the word "responsibility" seems to be a bit odd in the English language, especially in regards to these things. It can mean anything from apology to armed intervention in this case. It can certainly be read as armed intervention.
I'm not quite a non-interventionist, partially because I believe that you can't keep every country from poking around. I just think that the effort that is deployed, economically, politically, and yes, eventually militarily, has to be very carefully managed and not used in cases like this where it doesn't seem to belong. I would, however, prefer we at least make some passive, non-interfering actions to back up our claim to support democracy.
