That is what hit me when I saw the first news reports about the aftermath. Why didn't they have a more efficient plan in place? Why - when they knew the implications of where, geographically, the city was sitting - haven't they had dry-runs of this scenario before? Why does it look the affected areas are in a third world nation, totally lacking the resources and infrastructure to help itself?
